Changes to HR Toolkit Packets
MMA's Legal Services Department has replaced the discussion articles for both the Municipal Employee Discipline and the Employment of Minors Information Toolkits. If you use these Information Packets, please check to see what has changed.
Marie T. Varian Receives Ethel Kelley Award
The Maine Municipal Association honored Phippsburg resident Marie T. Varian with the Ethel Kelley Award, recognizing her 57 years of community service at their recent convention. This is the 26th year the Maine Municipal Association has made the Ethel Kelley Memorial Award in the name of dedication to the cause of good local government.

Fireworks Ordinances
The new Maine law legalizing consumer fireworks effective January 1, 2012 authorizes municipalities, by ordinance, to “opt-out” by prohibiting or restricting the sale or use of consumer fireworks within the municipality. Municipalities that do so must provide the State Fire Marshal with a copy of the ordinance within 60 days after enactment. Also, if the ordinance requires a municipal permit for selling consumer fireworks, the State Fire Marshal must be notified at least 60 days prior to the initiation of the permitting program.
We mention all this not only to remind municipalities of this option but also to alert those that enact ordinances to file them promptly with the State Fire Marshal. For municipalities that are interested in researching or preparing fireworks ordinances, the State Fire Marshal's office would be a good place to start. Conservation Commission Workshop
The Maine Association of Conservation Commissions has scheduled a workshop for people from municipalities interested in forming – or re-forming – a conservation commission in Augusta on November 15th from 4-5:30 p.m. To learn more > > >

Don Strout Serving Corinth and Maine
Meet Don Strout, the sixth featured oral history in MMA's project honoring people who have dutifully served their communities in various municipal roles over a long period of time. Don has served the Town of Corinth and State of Maine in so many ways it's hard to list them all: selectman, town manager, state legislator, Transportation Committee chair, planning board member, firefighter, ambulance driver, church deacon and many more.
