Preamble - The preamble, often a series of clauses beginning with "whereas" is a statement of the rational or proof of need for the adoption of the ordinance.

Whereas, disposing trash in a healthy and environmentally responsible manner is a primary responsibility of local government, and,

Whereas,____ state law has banned yard waste in landfills and mandated waste reduction goals, and,

Whereas, environmentalists suggest using four methods for waste disposal: source reduction, recycling, resource recovery and landfills.

Now, therefore, be it hereby ordained and enacted by the City Council of _______, _______ County, _______ as follows:  That all citizens of the city of ______ will be provided with a recycling container. That all households in the city of ______ will be encouraged to use the recycling container.

Section 1. Adoption of a city wide recycling program.

Section 2. Adoption of a city wide waste reduction program.  That in order to support a waste reduction program fees for refuse collection will be based on a per pound basis.
