Assistant Road Commissioner

Nature of Work

Responsible for the overall operations of the road and solid waste divisions of the municipal highway department.

Supervision Received

Work is performed under the supervision of the Town Manager, who holds the title of Road Commissioner.

Supervision Exercised

Responsible for the direct supervision of all the members of the road and solid waste departments, including assignment of work and review of completed tasks.

Communication (3)

Position requires constant communication with members of the department, and regular contact with taxpayers, town employees, board of selectmen, and staff from regulatory agencies. Applies various oral and written communication styles to lead and document day to day activities. Uses one on one and group meetings to advise and collaborate on broadly defined issues. 

Assigns and directs the work of road and solid waste employees.

Responds to inquiries and complaints made by taxpayers and businesses.

Knowledge Required (3)

Position requires extensive knowledge of the practices and procedures of road construction, repair and maintenance, solid waste disposal, and repair and maintenance of motorized equipment. Further investigation and analysis or development of an analytical approach is required. Soled knowledge of the organization and its policies and procedures is necessary. Specific knowledge requirements include:

Construction and maintenance of roads including snow removal.

Maintenance and repair of equipment.

Ability to read and understand detailed engineering plans.

Supervisory and management responsibilities.

Leadership/Teamwork (3)

Position makes significant individual contribution to that department, and requires coordination with other departments within and outside the municipality. Provides technical and professional guidance and assists in the development of others. As a department head, serves as a member of the Town's management team.

Complexity/Planning (2)

Employee is responsible for the range of day to day operational aspects of the public works department. Work includes technical areas such as engineering standards, safety requirements and coordination of activities with other public works or utility departments. Must be aware of technical, legal and some administrative facets of the position. Daily problem solving and assistance in policy development is required.

Assists in the short and long range planning activities of the department.

Decision Making (3)

Position requires decision making on day to day activities of the department. Must make operational decisions while projects and tasks are underway. Works with broad policies, technical principals and professional standards. Decisions impact the department as a whole, and may have impact on other departments.

Responsible for operation and maintenance of departmental equipment.

Responsible for implementation of departmental work assignments and allocation of resources necessary to accomplish departmental goals.

Assists in budget development and administration.

Relationships (2)

Position requires regular contact with a wide range of individuals and groups, including citizens, business community, tourists, other municipal employees and the board of selectmen. Nature of contact is frequently for the purposes of transmitting information, however, must be able to provide rationale for town decisions and activities. May need to present information, discuss and make recommendations on problems of some difficulty and use tact to ensure continuity of relationships.

Educational Requirements

Minimum of a high school diploma, with an Associates degree preferred.

Necessary Special Requirements

Must possess valid Class 1 Motor Vehicle Operators license. Must have and maintain a good driving record.
