Process
Following the "approval" of the NOI by the Department of Education, the consolidation partners are directed to form Reorganization Planning Committees or RPCs. The RPC is obligated to craft the consolidation plan that will be presented to the voters. The consolidation plan must be submitted to the Department by December 1, 2007. The Department is obligated to respond to these plans by December 15, 2007. The law permits that the referendums on these plans may be held on January 15, 2008. Please note, reading the law in its entirety, however, makes it clear that there is no obligation to conduct the consolidation referendum in January, 2008. As long as the referendum vote is held sometime in 2008, on or before the general election on November 4, 2008, the affected school systems will not be penalized. For example, the "plan" submitted may inform the Department that the community is not prepared to vote in January, 2008 but will instead vote in June, 2008. |
