Part-time, 16-20 hrs.  Mondays required, other days negotiable.

The Town of Carmel is seeking qualified applicants for the position of part-time Code Enforcement Officer.  This position involves the issuance and inspection of land use and building permits.

Applicants certified as a Code Enforcement Officer with proven customer service skills are required.  Plumbing inspector (LPI) preferred, but not a requirement. 

This position will remain open until filled.

 

Essential Duties and Responsibilities:

Reviews all plans submitted with building permit applications and issues building permits in accordance with the established timetable and process to ensure that all plans are in compliance with the appropriate municipal, state and federal ordinances and regulations.  Collects fees authorized by the municipality.  Inspects buildings and other structures for structural safety, fire safety, sanitation and other standards and requirements according to established inspection procedures to ensure the safety of the buildings.  Initiates and enforces rules and regulations and initiates legal action in relation to the enforcement of the municipal codes and ordinances.  Enforces the State Shoreland Zoning laws in accordance with the procedures contained therein.  Enforces and administers the state mandated MS4 Stormwater program as directed by the Maine DEP under Federal EPA requirements.  Keeps a complete record of all essential transactions of the office, including applications submitted, permits granted or denied, variances granted or denied, revocations actions, revocations of permits, appeals, court actions, violations investigated, violations found, and fees collected.  Analyzes municipal codes and zoning ordinances and makes suggestions to the Planning Board to ensure that codes and ordinances are maintained in a current manner.  Attends all meetings of the Planning Board/Zoning Board of Appeals and provides information concerning cases which are presented upon request of the Boards to assist in making decisions.  Actively promotes business development according to the Carmel Comprehensive Plan and the goals of the Planning Department/Town Government.  Investigates complaints of alleged violations of local land use laws and negotiates compliance agreements.
