Position Overview:

We are seeking a dynamic, experienced, and dedicated leader to join our team as the Deputy Fire Chief of Operations and Training. The ideal candidate will bring proven expertise in managing complex Fire and EMS service operations and a passion for aggressive training and developing firefighting personnel. Reporting to the Fire Chief, the Deputy Fire Chief of Operations and Training plays a critical role in directing the day-to-day operations of the fire suppression, rescue, and emergency medical services while overseeing the department's comprehensive training programs.

 

Key Responsibilities:

  • Direct and coordinate the activities of the Operations Division for Fire and EMS service delivery, ensuring effective response to fire, rescue, and emergency medical incidents.
  • Oversee the design, implementation, and evaluation of training programs for firefighting, EMS, and rescue operations.
  • Develop, implement, and manage policies, procedures, and standards to enhance operational readiness and safety.
  • Manage station and units, allocating resources strategically to optimize response times and service delivery.
  • Collaborate with other mutual aid departments and agencies to coordinate emergency management, training, and emergency response efforts.
  • Lead and mentor subordinate officers, promoting a culture of continuous improvement and professional development in conjunction with an achievable succession plan.
  • Participate in budget preparation, grant writing, and the administration of funds for operational needs and training initiatives.
  • Evaluate equipment, apparatus, and technology to ensure modern and efficient firefighting and EMS capabilities.
  • Ability to work with the Fire Inspector and Code Enforcement to establish a comprehensive Community Risk Reduction program.  Be able to engage with the community to foster public trust and deliver education programs.
  • Assist with the investigation of fire scenes.

 

Qualifications:

  • Bachelor's degree in Fire Science, Public Administration, Emergency Management, or a related field (Master’s degree preferred).
  • Minimum of 10 years of progressively responsible experience in firefighting and emergency services, with at least 5 years in a command-level position (Battalion Chief or higher).
  • Current national certification as a Fire Officer II or higher, Fire Instructor II or higher, and Paramedic (Maine state or ability to obtain reciprocity)
  • Must be a Maine Fire Service Institute instructor or the ability to obtain within 1 year
  • Must be a Maine EMS instructor Coordinator to the Paramedic level or the ability to obtain within 1 year.
  • FEMA ICS 100, 200, 700, 800, 300 (additionally FEMA 400 preferred)
  • Extensive knowledge of modern firefighting tactics, training methodologies, and emergency medical procedures.
  • Background in fire department accreditation, credentialing, and strategic planning (preferred)
  • Exceptional leadership, communication, and interpersonal skills.
