The City’s Assessor performs a variety of routine and complex technical field and office work in the appraisal of commercial, residential, and/or personal property in accordance with Maine State Statues. This position works under the supervision of the City Manager.

Responsibilities

  • Inspects and appraises all categories of commercial, industrial, residential, and personal property;
  • Selects and applies any combination of complex appraisal techniques applicable to the accurate and defensible determination of property values;
  • Appraises by income method, using annuity land, building, and property residual techniques;
  • Appraises by fair market value, using annual gross rent multipliers and units of comparison;
  • Appraises by cost method, using quantity survey, unit in place, square and cubic foot, and trended investment techniques; appraises lease holds using annuity methods; applies functional obsolescence and depreciation on structures and integral equipment;
  • Performs accounting and auditing procedures relating to assessments;
  • Audits complex and multi-faceted financial records;
  • Assesses appropriateness of depreciation schedule used for tax assessment purposes;
  • Correlates data and completes report of final appraisal judgments;
  • Prepares activity and progress reports relative to the work assignment;
  • Coordinates appraisal reviews and appeals before the Board of Assessment Review and the City Council (as needed) or before the State of Maine;
  • Prepares and certifies the tax roll to the Public, Tax Collector and Treasurer after determining State mandated exemptions and after dividing the appropriations determined by the City Council by the total municipal value as determined by the Assessor.  This process is completed on a yearly basis;
  • Supervises a small office staff;
  • Responds to inquiries from the public regarding appraisal procedures and values;
  • Testifies at hearings to present data documenting and substantiating assessments;
  • Performs GIS/ARC-view work and will have familiarity and utilize system, including search functions, etc.;
  • Provides periodic reports, estimates and trends analysis and projections for the City Manager;
  • Explains appraisal methods and techniques and trains other personnel in their use, as well as assists with questions and problems relating to various appraisal methods and techniques

Required Qualifications

  • Education and Experience
    • Graduation from college/university with a BA/BS degree in economics/business or related field;
    • Experience as a Tax Assessor and supervisor
  • Preferred Knowledge, Skills and Abilities
    • Thorough knowledge of real estate appraisal principles, techniques, procedures, laws and regulations;
    • Working knowledge of accounting and auditing practices relative to property appraisal;
    • Skill in operation of the listed tools and equipment;
    • Ability to read, understand, and apply appraisal techniques;
    • Ability to read and understand legal descriptions and appraisal manuals;
    • Ability to accurately appraise real and personal property;
    • Ability to communicate effectively verbally and in writing;
    • Ability to supervise an office staff;
    • Ability to work in inclement weather;
    • Ability to establish successful working relationships with employees, other departments, property owners, bankers, real estate brokers, attorneys and the general public;
    • Ability to develop and administer budgets and possess a working knowledge of Microsoft Word and Excel

Salary: $99,000-125,000 annually
