Presenter BIO:

Marc R. Roy, CPA, has over 15 years of experience in auditing and accounting, with a focus on governmental accounting.  In addition to auditing governments, he has also served as the out-sourced business manager and comptroller for towns, counties, and schools across the state.  He is the owner of Blue Star Accounting and Advising whose mission is to help governments better serve their citizens by enhancing their accounting and business management processes through consulting, training, and comptroller services.

Who Should Attend:

All newly elected/appointed Treasurers should attend. Both days are mandatory to receive certification.

 

Workshop Topics:

Governmental accounting concepts build off general accounting concepts and introduce a level of complexity that municipal tax collectors and treasurers are required to understand and apply. This workshop is designed as a review of basic general accounting concepts and ties them to governmental accounting concepts, showing similarities and (more importantly) the difference between the two methods.

Quick review of topics learned on Day One

Fund accounting

Interfund accounts and transactions

Cancellations for MMTCTA Workshops:
Cancellations must be submitted using this Cancellation form to cancel your registration for an event. Cancellations received before 8/15/25 will be assessed a $15 administrative fee for processing. Cancellations received on/after 8/15/25 will be charged 50% of the course fee. Any registrant who does not attend and does not cancel their registration (i.e., no-show) and any cancellation received the day of the event will be charged the full registration fee. Registration substitutions are permitted for registrants within the same municipality/organization and will be assessed a $15 substitution fee. Certification:

Participants must sign in at the beginning of the course and be present for both days to receive a certificate. Certificates will be handed out after the second day class and will not be mailed. If you do not pick up your certificate after the class, you will not receive credit for attending. For attendees who must leave early for emergency situations; a determination will be made by the Professional Development Committee of the Executive Board as to the nature of the emergency and whether a sufficient portion of the course was covered to warrant certification credit. *Any member whose certification expires must attain their original certification again.

Government Accounting can be used in the Maine Municipal Tax Collectors’ & Treasurers’ Association Certification Program.  Must attend both days to receive certification. You are responsible to pick up and keep your certificate after each training. The MMTCTA does not reproduce certificates after a training session.
