Town of Jay - Request for Proposals - Invitation to Bid - Public Works Sand and Salt Building Repair

The Town of Jay is seeking proposals to repair the south wall and secure the metal roofing on the Sand and Salt Building located at the Public Works Facility at 519 Main Street in Jay. Bids are to be in sealed envelopes clearly marked “Public Works Sand and Salt Building” and are due by Tuesday, May 28, 2024 at 2:00 PM at the Town Office, 340 Main Street, Jay, ME 04239.  Bids submitted via email, fax, or any other way than in a sealed, marked envelope will not be accepted. Bids will be publicly opened immediately after the submission deadline at the Jay Town Office and will be reviewed at the Select Board meeting that evening at 6:00 and awarded either at the meeting or discussion of the award will continue and be announced.

Repair of the south wall shall be completed by September 30, 2024. Securing the metal roofing shall be completed during the month of April 2025, or as otherwise coordinated with the Public Works Director. Payment from the Town will be made in full within 15 days of receipt of the contractor’s invoice at the completion of each portion of the project.

Bidding contractors shall be regularly engaged in the building construction trade and the Town will require references be provided. The successful contractor, and sub-contractors if any, shall provide proof of general liability insurance in the amount of $1,000,000 that names the Town of Jay as an additional insured and, if applicable, workers compensation insurance in the state statutory amount prior to commencement of work. The contractor shall guarantee all material and labor for one year from date of completion. Manufacturer’s warranties in excess of one year shall apply to all materials, as appropriate.

The Town of Jay reserves the right to accept or reject any or all bids.  The successful bidder shall be selected based on the ability to fulfill the project as described for the cost deemed to be in the best interest of the Town.

Bid Specifications for Public Works Sand and Salt Building Repair

Scope of Work: Provide all labor, materials, fasteners, equipment and incidentals needed to reconstruct the south wall and secure the metal roofing of the Sand and Salt Building located at the Public Works facility at 519 Main Street.

For the south wall, existing framing is to be strapped horizontally at 2’ on center utilizing a minimum of ¾” x 4” strapping. Blocking is to be added to the framing as necessary to stiffen the wall prior to sheathing. Metal siding shall match that of the north side of the building.  All demolition debris material will be the responsibility of the contractor to dispose of.

For the metal roofing, check that all existing screws are securely tightened and replace any missing screws. In all instances that fasteners are not screwed into wood backers, they are to be removed and 2” x 4” backers installed and fasteners screwed back in.

The contractor shall make every effort to prevent nails and other sharp debris from remaining on the ground during the construction. Site must be 100% clean at completion of each portion of the project, including magnetic sweeping of job site.
