The City of Hallowell is requesting proposals from interested and qualified Consultants for Professional Consultant Services (“Outreach Consultant”) to direct and facilitate all public messaging and participation in planning for nature-based stabilization of Hallowell’s Kennebec River shoreline. The City has been awarded a Community Action Grant through the State of Maine Governor’s Office of Policy Innovation and the Future – Community Resilience Partnership to support this work.

The Outreach Consultant will be skilled in stakeholder engagement, meeting and workshop facilitation, public messaging, communication with diverse audiences, building consensus among diverse perspectives, and report writing. The Outreach Consultant will work closely with an Environmental Consultant and a City Steering Committee to accomplish all tasks outlined in the RFP linked here, and described in detail in the RFP attachment (PDF) also linked from the City's website.

The deadline for proposals is 4pm on June 27, 2025.
