Overview

 

The City of Ellsworth is soliciting proposals from qualified architectural firms to provide

comprehensive design services for the renovation of the Ellsworth Public Library. The City is seeking an experienced and innovative partner to help modernize the library’s existing facility while preserving its historic character, improving functionality, and meeting evolving community needs.

 

The Ellsworth Public Library, located at 20 State Street in the historic Tisdale House, serves as a vital hub for education, literacy, and civic engagement. With increased demand for public programs, digital resources, and accessible infrastructure, the City seeks to renovate and reconfigure portions of the building to enhance usability, sustainability, and ADA compliance. Scope of Work

 

Construction Documents:

  • Prepare detailed construction drawings and specifications for Phases 1 and 2 with the possibility Phase 3, dependent on funding availability. See Concept Design and Summary for Phase descriptions.
  • Cost estimates at the end of schematic design and design development phase
  • Coordinate with necessary engineering disciplines including landscape architecture. Bidding and Negotiation:
  • Assist in contractor selection and bid review. Construction Administration:
  • Monitor construction progress.
  • Conduct site visits and participate in project meetings.
  • Review contractor submittals and change orders.

 

 

Proposal Requirements

 

Respondents must include the following information:

 

  • Cover letter summarizing qualifications and interest
  • Relevant Project Experience (preferably with libraries and historic buildings)
  • Profiles of key personnel who would be involved in the project, including sub- consultants.
  • Proposed approach to fulfilling the scope of work
  • Samples of recent relevant work or projects
  • Cost proposal, detailing a fixed-fee structure
  • References from at least two recent clients

 

Evaluation Criteria

 

Proposals will be assessed based on:

 

  • Relevant experience and qualifications (30%)
  • Proposed methodology and approach (30%)
  • Cost and value of services (20%)

 

Procurement Process:

  1. An optional in-person site visit will be conducted with firms who express an interest in the project beginning at 9:00AM on Friday July 25, 2025. Lack of attendance at the site visit will not be accepted as a reason for not understanding the requirements of this RFP.
  2. Questions and requests for clarification will be accepted through August 8, 2025. Please submit questions via email to: [email protected]. Responses will be issued August 18, 2025.
  3. An industry standard agreement for such projects as the one described herein will be drafted, agreed upon and executed by representatives of each party to it.
