Installation of Solar Panels to be installed on the Stockton Springs Town Office building, 217 Main St, Stockton Springs, ME 04981
Overview: The Town of Stockton Springs is soliciting proposals through a competitive bid process for solar panel installation. The project will include the procurement of materials, permitting, installation, the necessary electrical work for installation to link the panels to the grid, assistance with the utility interconnection agreement, and including necessary wiring for a future installation of a battery backup installation. The system would enable online monitoring and include warranty on workmanship and equipment.
Mandatory Prebid meeting: July 1st, 2025 at 10am at 217 Main St, Stockton Springs, ME 04981 at rear/lower portion of the building. The Town of Stockton Springs is conducting a mandatory pre-bid meeting on site to ensure common understanding of the site, the desired output of power and to answer any questions related to the project. At this meeting, copies of electric bills for all town owned buildings and assets will be made available for your analysis.
Background: The Town of Stockton Springs currently has a solar panel installation that generates almost enough power to cover the needs of all municipal owned buildings and equipment (such as streetlights). The goal of this project would be to increase the power generated to meet the power needs as well as to prepare for a future installation of a backup battery system. The Town Office in Stockton Springs had a new standing seam metal roof installed in 2024 and a rooftop installation must be assured to NOT puncture the roof which would invalidate the roof warranty. This project will be funded in full through money awarded in May 2025 to the Stockton Springs Community Resilience Committee therefore cost of the project cannot exceed $30,000. Installation in calendar year 2025 is the goal.
Proposal Requirements: For your firm’s proposal to be considered by the Town, please submit the following information, which should be organized and presented in a clear and concise format. Accuracy and completeness are essential as the successful response will be incorporated into the contract as an exhibit. All terms of each proposal shall remain firm and irrevocable for at least ninety (90) calendar days following the submission deadline.

- Describe your firm’s expertise performing the requirements set above
- Describe three projects as references within the past ten years of similar scope, size, and complexity to the proposed project. Include project name, location (town and street address), date completed, client name and number.
- Provide a statement affirming that the firm is not debarred or suspended from the State of Maine awards
- Requests by Contractor
- List any equipment or services that will necessitate a subcontractor
- List of any accommodations, services or space that will be needed from the town
- Availability:
- Provide a statement of availability, and anticipated date for work to begin
- Plans:
- Submit design plans, materials list and expected output in KW for the installation
- Cost:
- Provide a lump sum, total price bid for completion of all tasks as outlined in this request for bids (see Cost Proposal Form)
- Lawsuits and Termination History:
- Provide details of any lawsuits involving your firm’s performance or alleged nonperformance within the last ten years, including any termination, show cause, proposed or actual termination of a contract for cause.
- Insurance:
- Submit proof of insurance in the following types and amounts: Workers Compensation – as required by Maine law; Employer’s Liability - $500,000 per occurrence; General Liability - $1 million per occurrence, $2 million aggregate; Vehicular Liability - $1 million Combined Single Limit; and Professional Liability $1 Million for each wrongful act.
Proposers shall submit bids for consideration by the Community Resilience Committee and the Town Select Board that will meet the needs of the town as well as the requirements of Maine’s regulatory/permitting agencies.

Answers will be addressed in writing prior to bid opening and sent out via an addendum and posted on Town of Stockton Springs website. It is the responsibility for each firm bidding on this RFP to also monitor the Town’s website for any updates or agenda regarding this RFP. E-mail notification of addenda to known potential bidders are a convenience only and may not be relied upon by a bidder.
Proposal Due Date: To be considered for the contract, proposals shall be received no later than July 24th, 2025 at 5:00pm.

Bid Opening: The town will open proposals at the Select Board Meeting July 28, 2025. Each proposal must address all criterial to be competitive.
Contract Award: The town intends to award the contract to the lowest responsive bidder that also meets the project goals by August 11th, 2025
Reservation of Rights: The Town reserves the right to reject any or all proposals, to waive any informality or minor defects in proposals received, request or negotiate modifications to a proposal, if appropriate, and cancel this RFP at any time and to choose not to select any firm.
