The Town of Brooks seeks professional consulting services to conduct a Watershed study and develop a Village Master Plan to enhance safety, connectivity, economic potential, and environmental resilience in the village center.

The Watershed Study, funded by a grant from Maine’s Community Resilience Partnership, will assess flood risks and drainage issues affecting the village, particularly areas impacted by Marsh Stream. This study will analyze groundwater and surface runoff, drainage patterns, and culvert capacity to inform resilient infrastructure planning. Understanding these hydrological challenges is essential for ensuring that future streetscaping, parking, and development efforts are sustainable and adaptable to changing environmental conditions.

The Village Master Plan, funded through Maine Department of Transportation’s Village Partnership Initiative, will provide a strategic framework to improve traffic flow, pedestrian and bicycle accessibility, and parking while exploring economic opportunities. This effort will address key challenges such as speeding, limited sidewalks, and hazardous vehicle movements. Community input and stakeholder engagement will guide the plan to ensure it aligns with the town’s long-term vision.

Together, these initiatives will create a foundation for a safer, more accessible, and economically vibrant village center while mitigating risks associated with flooding and stormwater management.
