I. Introduction & Background
The Town of Thomaston, located in Knox County, Maine, is a historic and vibrant coastal community with approximately 2,800 residents. Once a shipbuilding hub, the Town is now a blend of historic charm and modern infrastructure, offering a high quality of life and a strong commitment to responsible governance and community services.
The Town owns and operates several municipal buildings that serve a variety of public functions. These buildings are in varying conditions and the Town seeks a comprehensive evaluation to guide future maintenance, upgrades, and capital investments.
II. Purpose
The Town of Thomaston is soliciting sealed proposals from qualified firms or individuals to provide professional engineering services for a comprehensive facility assessment and long-term capital planning study for the following Town-owned facilities:
- Academy Building- 60 Main Street, Thomaston, ME 04861
- Watts Block- 174 Main Street, Thomaston, ME 04861
- Thomaston Municipal Building- 13 Valley Street, Thomaston, ME 04861
- Public Works Garage- 68 Anna Belle Lane, Thomaston, ME 04861
- Wastewater Treatment Plant- 33 Clark Street, Thomaston, ME 04861
The objective is to obtain detailed, professional insight into the physical condition, operational efficiency, compliance with code and safety standards, and capital needs of these facilities. This study will assist in setting priorities for future investment and ensuring long-term serviceability and cost-effective operation of municipal assets.
III. Scope of Services
Facility Condition Assessment
- Conduct thorough on-site evaluations of all five Town-owned buildings.
- Assess overall structural integrity, building envelope, insulation, roofing, and foundational conditions.
- Review all mechanical, electrical, plumbing (MEP), heating, and ventilation systems for functionality and efficiency.
- Identify any immediate safety concerns or code compliance issues.
Operational & Efficiency Audit
- Analyze energy performance and insulation efficiency.
- Identify opportunities for improved sustainability, modernization, and operational cost savings.
Code & Safety Review
- Evaluate compliance with current building, accessibility (ADA), fire, and safety codes.
- Recommend upgrades or corrections as needed.
Long-Term Planning Recommendations
- Provide a 10-, 20-, and 30-year capital improvement plan.
- Include anticipated life cycles of major building systems and infrastructure.
- Provide cost estimates for needed repairs, upgrades, and replacements.
- Prioritize recommendations by urgency, lifecycle phase, and budget impact.
Facilities Optimization
- Offer professional insights on space utilization and operational functionality.
- Suggest potential modifications, reconfigurations, or consolidations to optimize municipal use.
Deliverables
- A comprehensive report, one printed and one digital PDF, summarizing:
- - Facility-by-facility findings
- - Immediate repair needs
- - Mid-term and long-term recommendations
- - Prioritized cost estimates with timelines
- - Facility condition benchmarks and tracking tools
- - Recommendations for capital reserve planning
IV. Proposal Requirements
- Cover letter summarizing interest and relevant qualifications
- Company profile and relevant experience on similar municipal projects
- Proposed methodology and project timeline
- Resumes of key personnel to be assigned
- A list of at least three references for similar completed projects
- Fee proposal including:
- - Total project cost
- - Breakdown by facility and task
- - Hourly rates (if applicable)

Proposals must be received by 5:00 PM on Thursday, August 21, 2025. Late submissions will not be considered.
VII. General Terms
- The Town reserves the right to reject any or all proposals.
- The Town is not responsible for costs incurred in preparing the proposal.
- All documents submitted will become the property of the Town.
- The selected firm will be required to enter into a written agreement with the Town.
