Position Title:  Advocacy Program Manager
Status:             Exempt, Full Time
Reports To:     Director of Advocacy & Communications
Starting Salary Range:  $95,000 - $105,000  

Position Overview
The Advocacy Program Manager works under the direction of the Director of Advocacy and Communications and as part of a team that is responsible for MMA’s non-partisan advocacy efforts.  This includes working closely with the association’s Legislative Policy Committee to ensure that MMA effectively represents and advocates on behalf of municipal government before the Maine State Legislature.  The program manager is also responsible for overseeing and coordinating  the work of MMA’s legislative advocate and municipal issues specialist.

Key Responsibilities

  • Working with the director to oversee all aspects of MMA’s advocacy program, including direct supervision of two positions. 
  • Representing the interests of and advocating for municipal government before the state legislature and various administrative departments and communicating the activities of state government with municipal leaders.  
  • Supporting MMA’s Legislative Policy Committee through research, policy analysis, briefing materials and presentations, formulation of strategy options, and other analytical and professional support functions.
  • Staying informed on relevant legislation and policies, tracking legislation, interpreting key developments and formulating effective legislative strategies. Analyzing and drafting complex legislative initiatives. Negotiating and developing legislative proposals with legislators and other parties.
  • Representing MMA and its members in a variety of settings, including participating in affiliate group legislative updates.
  • Contributing articles to the Legislative Bulletin and Town & City magazine, and coordinating, scheduling, and producing the Potholes & Politics podcast. 
  • Maintaining constructive working relationships at all levels within MMA, with members of the association, legislators, and state agency staff.   
     

Qualifications

  • A degree in public administration, policy or other related field, at least five years of experience in state advocacy or municipal employment, and supervisory experience desired. 
  • Excellent leadership and time management skills, as well as the ability to multi-task.
  • Excellent written and verbal communication skills.
  • Ability to build and maintain relationships with key stakeholders, including state government officials, municipal officials and organizations, and internal MMA teams.
  • Demonstrated ability to work collaboratively across diverse stakeholders.
