GENERAL PURPOSE
This position is responsible for appraising and assessing real and personal property for taxation within the Town, and for the administration and maintenance of all records necessary to the assessment program in accordance with Maine law.
SUPERVISION RECEIVED
The assessor exercises considerable independent professional judgement and involves close cooperation with the Town Manager and other Town departments concerning areas related to assessment. The assessor reports to the Finance Director.
SUPERVISION EXERCISED
Supervises the technical and clerical activities of the assessment office.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Plan, organize, direct and carry out the work of the assessing department
- Appraise and evaluate properties by means of the analysis of locational, structural, and business value factors
- Make inspections and review taxable personal property listings to determine the assessed value
- Make on-site inspections of land and buildings, listing building characteristics, securing information having to do with value and gathering data relating to the land and its use
- Maintain good public relations by answering questions concerning property assessment and abatement from taxpayers
- Maintain accurate assessment records, including computerized data on all land, buildings and personal property
- Act on abatement requests and issue any supplemental assessments
- Execute official documents as required by law
- Work with the Finance Director to submit budget requests to the Town Manager
- Continuously improve his or her own professional skills by study, membership in professional organizations, participations in seminars and conferences, and contacts with officials of other similar agencies and other knowledgeable professionals
- Attend night meetings

Provide backup to clerical staff as needed
DESIRED MINIMUM QUALIFICATIONS
- Employee must possess a valid State of Maine Driver's License
- Graduation from a college or university with a bachelor's degree in assessment, public administration, political science, or closely related field
- One or more years’ experience in municipal assessing
NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
- Thorough knowledge of the principles and practices of appraisal and tax assessing
- Knowledge of the laws and regulations governing assessment of property taxes for local tax purposes
- Ability to recognize and analyze factors which influence the value of properties
- Ability to interact professionally with the public and maintain effective work relationships with Town officials and other employees
- Ability to become knowledgeable of the geographic layout of the Town
- Ability to plan, assign, and supervise the work of subordinates

- Computer software such as, but not limited to, MS Word, MS Excel, Munis, Adobe, and Internet browser
- Copier and Scanner
- GIS software
- CAMA- Computer Aided Mass Appraisal
