Boothbay Regional Ambulance Service (BRAS) is a 501(3)C) organization located in Mid Coast Maine in the Town of Boothbay. BRAS serves the communities of Boothbay, Boothbay Harbor and Southport who have full-time populations of 5,820 increasing up to 10,000 in the summer/fall. The Boothbay Region is perfectly situated to provide residents and visitors with the very best Maine has to offer. Located within a reasonable distance of most major Maine cities, this mid-coast peninsula offers the perfect balance between small town coastal charm and urban accessibility.
BRAS has an annual call volume of 1300-1400 calls and is licensed at the Emergency Medical Technician Level with a permit to provide Paramedic care. BRAS provides 24/7 coverage with 8 full-time employees and 27 part-time employees. The service is overseen by a 7–9-member Board of Directors which the Chief of Services reports to.
Position Summary:
The Chief of Boothbay Regional Ambulance Service (BRAS) is the executive leader responsible for the overall administration and daily operations of the regional EMS agency. The Chief’s position, which is salaried, oversees all aspects of emergency medical service delivery, including budgeting, financial oversight, staffing, compliance, facilities, equipment, and strategic planning. This position plays a key leadership role in maintaining and improving EMS readiness and community health outcomes in the region.
Essential Duties and Responsibilities:
- Leadership & Administration
- Directs, supervises, and supports all administrative, operational, and clinical aspects of the service.
- Serves as the primary liaison between BRAS and local governments, regional partners, regulatory agencies, and the public.
- Develops and implements policies, procedures, and strategic plans in alignment with BRAS's mission and regulatory standards.
- Prepares and manages the annual operating budget.
- Monitors revenues and expenditures; ensures fiscal responsibility and sustainability.
- Oversees billing, collections, grants, and other funding sources.
- Provides regular financial reports and analysis to the Board of Directors.
- Human Resources & Staffing
- Manages recruitment, hiring, training, evaluation, and retention of EMS staff and administrative personnel.
- Ensures compliance with labor laws, licensing requirements, and professional standards.
- Fosters a positive workplace culture that emphasizes teamwork, accountability, and professional development.
- Ensures timely and effective emergency response coverage across all three service towns.
- Maintains compliance with all state and federal EMS regulations, licensing, and reporting requirements.
- Oversees quality assurance and improvement initiatives.
- Serves as the service’s HIPAA/Compliance Officer.
- Manages maintenance, safety, and readiness of all BRAS facilities, vehicles, and medical equipment.
- Develops and implements preventative maintenance schedules and capital replacement plans.
- Represents BRAS at public meetings and community events.
- Promotes public education about EMS and health and safety topics.
- Builds relationships with partner agencies, hospitals, and local organizations.
Qualifications:
- High School Diploma or equivalent. Associate’s or Bachelor’s Degree in Emergency Medical Services, Public Administration, Business, or related field preferred.
- Maine EMS licensure at the paramedic level (or ability to obtain within 3 months).
- Minimum of 4 years of progressive EMS leadership and supervisory experience.
- Proven experience in budgeting, financial oversight, and personnel management.
- Strong organizational, interpersonal, and communication skills.
- Ability to work independently and make sound decisions under pressure.
- Knowledge of rural EMS challenges and opportunities is a plus.
Work Conditions:
- Primarily office-based with field responses as needed - typically one 24-hour ambulance shift per week.
- May require availability during emergencies or off-hours.
- Occasional regional travel for meetings, training, or interagency coordination.
Salary and Benefits:
Salary range $95,000-$115,000 based on experience and qualifications. Benefits package includes health insurance, paid time off, professional development support, and retirement plan options.
