The City’s Permitting and Inspections Department is seeking a full-time (37.5 hours) Plan Review Manager to oversee the building and life safety codes review portion of the building permit process.  The manager will supervise seven plan review staff and will play a key role in the overall success of the City’s permitting, inspections, and enforcement activities within a fast-paced environment. 

The person hired for this role will evaluate workflows, set priorities and goals, and organize people and systems to make the plan review program consistent, effective, and accountable to the public.  Candidates should be able to foster teamwork and provide leadership and support to their staff, including code interpretation guidance.  Experience and knowledge in the administration and enforcement of codes, plan review, and/or building inspections is key.  The Plan Review Manager reports to and will work closely with the Permitting Manager to shape this new position within the Department, and to coordinate the work of all permitting and inspections teams.  This is primarily an office-based position, but the Plan Review Manager may occasionally conduct field inspections to help ensure that complex projects are progressing within the terms of permits.  Candidates must have excellent customer service skills to be able to work with a diversity of property owners, architects, engineers, contractors and the general public, as well as strong written and verbal communication skills. 

The Department offers flexible work options such as hybrid office/work-from-home.  This position requires either graduation from a four-year college or university (preferably in architecture, engineering, or related field), or any equivalent combination of experience, education and training.  Registered Architect or Licensed Professional Engineer is a plus, but not required.  Must have, or be able to obtain within six months of hire, Maine Code Enforcement Certification in legal issues, land use, internal plumbing, subsurface wastewater disposal, and building, energy, and ventilation standards.  Must have a valid State of Maine Class C driver’s license, access to a vehicle for daily work use, and must have and maintain a good driving record.  Offers of employment are contingent upon the completion of a satisfactory criminal background check. 

Non-Union position - Grade C44 – Starting annual salary range is $76,021 - $85,565, based on experience.
