About the City of Portland, Parks, Recreation and Facilities Department:

The mission of Portland Parks, Recreation, and Facilities Department is to enhance the quality of life through people, parks, and programming while creating lasting memories for the people of Portland and its visitors.

The Parks, Recreation, and Facilities Department is made up of a team of 160 full-time staff, and 250+ seasonal and on-call staff who work together to improve the quality of life in Portland, Maine.

Our staff creates opportunities for social connection and community development by operating and programming our City cultural venues such as Merrill Auditorium and Portland Expo, and running community programs such as our popular Before and After School programs, Swim Lessons, Basketball Leagues and Senior Adult programs. By maintaining our City public buildings, waterfront infrastructure, piers, and our network of 70 parks, 40+ miles of trails, 13 Cemeteries, and 30 playgrounds, we provide places where people can come to connect, exercise, recreate, and create community. Our staff operates community centers, pools, Portland Skatepark, Riverside Golf Course, Troubh Ice Arena, and 2 municipal stadiums where we host youth and adult sports, 3 minor league sports teams, and community events.

Our team of staff is comprised of Park Maintainers and Lifeguards, Event Managers and Child Care Workers, Horticulturalists and Arborists, Food Service Workers and Ice Arena Operators, Park Rangers and Project Managers, Golf Pros and Custodians, Referees and Electricians, Coaches and Trades Workers, Playground Technicians and Plow Operators, Cemetery Maintainers and Theater Techs, along with support staff in Human Resources, Finance, and Admin. Even though the job titles and tasks of our individual staff members vary widely, we all work side by side, day in and day out, to make Portland a better place to live and visit.
 

Job Summary:

Performs professional recreation work at a supervisory level in the development and direction of a variety of recreation activities at community centers, schools and athletic facilities. This position involves on-going communication with the public, school staff, community groups and other recreation professionals in the creation, planning and adaptation of recreation programs.
 

Duties & Responsibilities:

• Hires, schedules and supervises the work of permanent and non-permanent staff at community centers, schools and athletic facilities.

• Monitors and evaluates work performance of staff, counsels employees regarding their work performance and makes disciplinary recommendations as appropriate.

• Develops training programs for recreation staff, as well as counsels and instructs personnel in proper techniques and methods.

• Assists in the planning and development of City-wide special events and activities.

• Prepares brochure materials, flyers, and news articles to promote recreation programs and performs public relations work.

• Coordinates the publication and distribution of departmental brochure to all residents of Portland.

• Communicates with school and community center staff to coordinate the scheduling and use of the buildings.

• Inspects facilities to ensure the facility is adequately equipped and maintained, and that the facility provides a safe environment for recreation activities.

• Maintains records of participation and revenues and prepares reports.

• Leads recreation activities.

• Creates, plans, implements and evaluates recreation activities for a variety of age groups.

• Monitors the progress of individuals participating in recreation activities.

• Trains permanent and non-permanent staff, including a wide variety of safety related courses.

• Manages and schedules the use and maintenance of the division’s passenger vans and mini-buses.
 

Required Skills & Experience:

• Bachelor’s degree in Recreation or any equivalent combination of training and experience.

• Minimum of three years of progressively responsible experience in recreation.

• Considerable knowledge and appreciation of the ideals, techniques and methodology of planned recreational programs.

• Considerable knowledge of a variety of recreational activities and sports leagues and the ability to conduct them.

• Must have prior experience working with children in a professional childcare or recreation setting.

• Considerable knowledge of human development as it relates to recreation programs and services.

• Considerable knowledge of first aid and safety used in recreation work.

• Considerable knowledge of community resources and the ability to use them to provide recreation services.

• Ability to define and articulate community recreation needs and the ability to develop programs to meet those needs.

• Ability to work effectively with schools, community groups and the public in providing recreation services.

• Ability to work effectively with customers with special needs.

• Ability to work with a diverse population.

• Proven ability to supervise and manage permanent and non-permanent staff.

• Ability to work effectively with other City staff including elected officials.

• Ability to communicate both orally and in writing.

• Working knowledge of Google Workspace. Must possess a valid Class C driver’s license.

• Certified Park and Recreation Professional (CPRP) or ability to obtain within 6 months of hire.

• Must have and maintain a good driving record.

• Must pass a criminal conviction background check.

• CPR/AED/First Aid certification or ability to obtain certifications upon hire or within 90 days

• Ability to work a flexible schedule which may include early mornings, nights, and weekends.
 

Expected Hours/Schedule:

Standard schedule is 37.5 hours a week Monday - Friday. Ability to work a flexible schedule which may include early mornings, nights, and weekends.

Salary & Benefits:

This is a Pro-Tech union position, Grade 7, starting pay range $28.90/hour ($56,355/annually) up to $36.63/hour ($71,428.76 annually). Salary will be based on prior relevant years of work experience.
