The Greater Portland Council of Governments (GPCOG) is seeking a full-time Community Development Project Manager to join our team. WHAT YOU’LL DO
Project and Program Management
- Manage the full lifecycle of approved revolving loans, including documentation, disbursement tracking, compliance, and borrower follow-up.
- Manage document collection and application readiness for GPCOG’s Brownfield program.
- Oversee short-term rental compliance software, manage vendor relationships, and provide direct customer service to member municipalities using the system.
- Assist the Director of Economic and Community Development in managing the Comprehensive Economic Development Strategy (CEDS) process while overseeing updates and performance tracking once the process is complete.
- Lead planning and logistics for Economic Development District (EDD) convenings and CEDS Committee meetings.
- Respond to and manage member-specific housing and economic development requests, coordinating technical assistance and reporting.
Planning Support and Deliverables
- Prepare polished presentations, reports, and talking points for the Director of Economic and Community Development and other senior leadership, including pitch decks and project briefings.
- Generate reports using a variety of data tools distilling insights into clear, actionable materials for staff, member communities, and economic development partners.
- Scope and deliver community outreach and engagement activities across housing, broadband, and economic development projects.
Team and Partner Coordination
- Collaborate across GPCOG’s departments, working with economic development, planning, transportation, sustainability, community engagement, communications, and data staff members to ensure consistent, integrated project delivery.
- Provide task support to senior planning and economic development staff, ensuring deliverables meet agency standards and timelines.
- Maintain clear communication with municipal partners, economic development stakeholders, and state and federal agencies on project progress and shared initiatives.
WHAT YOU’LL BRING
- A strong customer service orientation and ability to build trust with municipal partners, small businesses, and regional stakeholders.
- A background in urban planning, public policy, economic development, or related field.
- At least three (3) years of experience in project management, preferably with demonstrated success in executing grant-funded initiatives.
- Exceptional communication skills with the ability to prepare professional presentations and translate complex ideas into clear, actionable deliverables.
- Familiarity with economic development, land use policy, housing strategy, and infrastructure planning.
- Proficiency with grant administration, budget tracking, and contract management.
- Strong organizational skills, attention to detail, and ability to manage multiple projects and deadlines in a team-oriented environment.
- A collaborative mindset and a commitment to advancing regional goals around economic resilience, housing affordability, and infrastructure investment.

- Driving or access to reliable transportation is needed, as occasional travel and extended hours are required, including occasional nights and weekends for events and conferences.
