The Town of Phippsburg, Maine (population 2,200) is in the Midcoast region of the state, situated between Casco Bay and the Kennebec River, 10 minutes from the City of Bath, 15 minutes from the Town of Brunswick and Topsham and an hour from Portland. Phippsburg is home to Popham Beach State Park and the population swells during the summer season.

About The Position

The community is governed by a 3-member Select Board with a traditional Town Meeting form of government. The Town’s FY26 municipal operating budget is $3.8 million, it enjoys a very stable municipal tax rate, and several well-funded capital accounts. The Town has recently added a number of full and part-time positions and is currently fully staffed with a professional, educated, and caring staff.

The Town Administrator oversees services provided by more than 10 full and part-time employees as well working collaboratively with numerous volunteers, board, and committee members. As the Chief Administration Officer of the Town, they supervise the day-to-day Town operations and exercise a considerable degree of independent judgement.

The Town is seeking a dynamic leader, to serve as our next Town Administrator. The ideal candidate should:

• Possess knowledge of municipal government operations.
• Be a collaborator, communicator, and an effective public speaker.
• Proven record of positive financial management and strategic planning.
• Ability to lead, organize, inspire, and develop staff.
• Willingness to manage Town affairs in an open and transparent manner.
• Strong public ethics, integrity, and accountability.
• Demonstrated skills in working collaboratively, building consensus, and providing innovative solutions.
• Bachelor’s Degree in a related field and 5 years’ municipal management experience preferred. An equivalent combination of education and experience which demonstrates possession of the required knowledge, skills, and abilities may also be considered.
