Position Title: Part-time Code/Building and Plumbing Inspector

Department: Public Safety

Reports to:  Director of Public Safety

Classification: Non-Exempt

Number of Openings:  1-16 Hour Part-time Position

Wage Range: $28.56/hour - $36.45/hour based on training, experience, and qualifications.

Nature of Work:

The Town of Hampden, Maine, a growing community with approximately 8,000 residents, is seeking a motivated and enthusiastic individual to join its Department of Public Safety as a Part-time Code/Building/Plumbing Inspector. This position offers a unique opportunity to gain hands-on experience supporting citizens with inspection needs and contributing to the efficient operation of the Code Enforcement Office.

The Town of Hampden enforces the Maine Uniform Building and Energy Code (MUBEC), Shoreland Zoning, Floodplain Management, MS4 Stormwater compliance, and other town-adopted codes and standards. The Code/Building/Plumbing Inspector will perform responsible, technical, and administrative work under the direction of the Code Enforcement Officer/Building Official/Local Plumbing Inspector, with a high degree of independence and discretion.

Essential Duties and Responsibilities:

  • Inspect buildings under construction, alteration, or repair for compliance with building, plumbing, or zoning code requirements and other related ordinances and codes.
  • Assist with examining structural and plot plans prior to building permit issuance for MUBEC and ordinance compliance.
  • Investigate complaints of code violations.
  • Assist the Health Inspector with victualer’s inspections and complaint investigations.
  • Answer inquiries received by phone or in person at the office.
  • Serve as a Building Inspector, Deputy Code Enforcement Officer, and Deputy Plumbing Inspector.

 


 

Requirements of Work:

  • Knowledge of approved methods and materials used in building construction and plumbing repair and installations.
  • Knowledge and ability to interpret State law and Town ordinance provisions.
  • Ability to analyze and interpret complex construction plans and specifications.
  • Ability to deal with the public confidently and courteously under adverse or strained conditions.
  • Ability to maintain records and prepare reports.
  • Ability to recognize code violations and take appropriate action.
  • Excellent oral and written communication skills.

 

Training and Experience Required:

  • Graduation from high school.
  • Must possess a valid Maine motor vehicle operator's license (Class C or higher).
  • Preferred current Certified Code Enforcement Officer in Legal Issues, Land Use, Shoreland Zoning, Residential Building Code, Commercial Building Code, Residential Energy Code, Commercial Energy Code, Indoor Residential Ventilation Code, Indoor Commercial Ventilation Code, and Residential Radon Code. Must obtain all certifications within one year of hire.
  • Preferred current Certified Local Plumbing Inspector in Legal Issues, Internal Plumbing, and Subsurface Wastewater Disposal. Must obtain all certifications within three months of hire.
  • Preferred experience in the construction industry or as a plumber, Code Enforcement Officer, Plumbing Inspector, or insurance inspector.
  • Preferred two-year vocational program in building construction, structural design, engineering technology, supplemented by a college degree in a related field.
  • Any equivalent combination of training and experience.

  • Physical: Primary functions require sufficient physical ability and mobility to work in an office and field environment; to stand, stoop, reach, bend, kneel, squat, climb ladders, and walk on uneven terrain, loose soil, and sloped surfaces; to lift and/or carry light weights; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; ability to operate a vehicle to travel to various locations; and to verbally communicate to exchange information.
  • Vision: See in the normal visual range with or without correction.
  • Hearing: Hear in the normal audio range with or without correction.

 

Benefits:

  • Earned paid leave shall accrue at the rate of 1 hour per 40 hours worked, up to a maximum of 40 hours per year. Employees in this classification must have worked 120 hours before utilizing paid leave.
