Vital records are the one thing in our society that everyone has in common. They are records of the most intimate affairs of each individual in our society. Most people now recognize the value of complete and accurate records of births, marriages and deaths. Vital records are used for new purposes every day and the demand for this important data is constantly on the increase. Vital Records is a one-day workshop providing the municipal clerk with an overview of the law, rules and regulations concerning the vital records program in Maine. Topics include the history of vital records in Maine and the duties of municipal clerks and unincorporated places, State registrar, including integrity of vital records and access to records, certified copies and how to order supplies, amendment of vital records and registration of live births and delayed births, abortion and fetal deaths, deaths and disposition permits, and marriages.
The training material is provided in the packet. You should have the most current Municipal Clerk’s Handbook which has a revision date of 2012 and is available from Maine Vital Records on their restricted access webpage, where you download vital records forms. Each municipal and deputy clerk should have a user name and password. This program is a mandatory course for the Maine Town & City Clerks’ Association Certification Program. Participants must be present for the full day to receive a certificate of completion for the course.
