Featured Speakers:
David Cornell, MAI, CAE is an IAAO Senior National Instructor. David Cornell received his BS degree in business administration from Liberty University and received a MBA from Plymouth State University. David consults with assessing offices throughout the country. He develops valuation models and system processes and helps with enhancing efficiencies. He is a Microsoft Certified Trainer (MCT), specializing in Microsoft Office classes that he develops for real estate professionals, local and state agencies, and small businesses. He is also a Senior National Instructor for the IAAO (International Association of Assessing Officers). He travels nationwide teaching both types of classes.
Most recently, David was the Assistant Director for the New Hampshire Department of Revenue Municipal and Property Division and previously served as the Assessor for the City of Manchester, NH. He also serves on the board of directors of the New Hampshire Chapter of the Appraisal Institute.
Amanda Campbell is a Legislative Advocate from Maine Municipal Association’s Advocacy Team. She has prior municipal experience as a Town Clerk, Tax Collector and Town Administrator. Her portfolio at the legislature includes taxation, environment and natural resources, marine resources, general assistance, and labor issues.
Stephen Sullivan, CMA-4, CMS, is a Principal Property Appraiser for the Property Tax Division at Maine Revenue Services. He has been employed by Maine Revenue Services Property Tax Division for the past 7 years. He began as a property appraiser dividing his time between State Valuation and the Unorganized Territory. In 2023, Sullivan was promoted to Deputy Director for Municipal Services and State Valuation. Prior to his time working at Maine Revenue Services, Sullivan had been a fee appraiser for 16 years, doing residential appraisals. Before that, he worked for James Sewall Company in the municipal mapping department, drafting tax maps for municipalities. Sullivan will present the MRS Property Tax Division Legislative Update, which will be a discussion on new and proposed laws that will have an impact on Maine Assessors.
Amanda Rector is the State Economist for Maine. In this capacity, she conducts ongoing analysis of Maine's economic and demographic conditions to help inform policy decisions. Amanda is a member of the State of Maine’s Revenue Forecasting Committee and serves as the Governor’s liaison to the U. S. Census Bureau. She started working for the state in 2004 and has been State Economist since 2011. She earned a BA in Economics from Wellesley College and her Master's in Public Policy and Management from the Muskie School of Public Service at the University of Southern Maine. Amanda is originally from mid-coast Maine and now lives in Union with her family.

Member and non-member rates are available and note that rates increase after August 6, 2025. There will be a golf outing at the Sunday River Golf Club on Thursday, September 4. Please pre-register for this activity on the online registration platform.
