JOB PURPOSE: This is a highly responsible senior management position responsible for planning and directing the administrative and support activities of the County.  Conducts research and develops recommendations for broad policy alternatives for the achievement of the objectives of the County government as a whole. The incumbent exercises considerable initiative and independent judgment. Able to convene and work through regional discussions as well as periodically handle legislative items.  Aids the County Manager in the oversight of designated departments in County government.  Works with the County Commissioners on policy and strategic priority creation and oversight. This position is fulltime, with a full benefits package.  Pay is commensurate with experience, with a range of $119,662-135,158 per year.  Please note, applicants must be authorized to work for ANY employer in the U.S. We are unable to sponsor or take over sponsorship of an employment Visa at this time.

QUALIFICATIONS:

  • Degree in public administration, masters preferred, or equivalent area of study and five years of progressively responsible experience in county/municipal management (including responsibility for personnel oversight, program direction, public budgeting and/or management analyses). 
  • A firm and demonstrated understanding of local government operations. 
  • Equivalent combinations of experience and education that meet the minimum requirements may be substituted.

MAJOR RESPONSIBILITIES:

  1. Fosters collaboration, communication and teamwork across department, ensuring cohesion and working toward common goals;
  2. Possesses a strong knowledge and understanding of desired culture, organizational framework and vision for the County;
  3. Meets and corresponds with departments of County government, other public agencies, and private jurisdictions in conducting research to obtain necessary information;
  4. Briefs the County Manager on matters of concern and secures information required for proper action on such matters;
  5. Supports departments on operational needs, training, policy and understanding of what is required of them;
  6. Presents policy recommendations both orally and in writing to the County Manager and County Commissioners;
  7. Knowledge of grant administration and reporting;
  8. Works on the strategic goals of the County Commissioners, following each through to implementation;
  9. Aids in the County’s legislative affairs at the state and federal levels;
  10. Assists the County Manager in resolving problems and conflicts;
  11. Assists in working with towns and cities of the county, collaborate meeting each other’s needs and goals;
  12. Works with the County Manager, Department Directors, and employees of the County in planning, organizing, educating and implementing policies and short/long-term goals;
  13. Aids in the development and presentation of the draft budget for general fund, jail and enterprise funds;
  14. Provides information and acts as a resource for Cumberland County's negotiations of Collective Bargaining Agreements;
  15. Ability to analyze data and identify trends;
  16. Maintains professional and technical knowledge by attending educational workshops/seminars and participates in professional associations; and
  17. Performs other responsibilities as assigned.

Knowledge of:

  • Principles and practices of public administration and county/municipal government.
  • Public administrative research methods, techniques, and methods of report presentation.     
  • County & Municipal operations.
  • Policy development and implementation.
  • Budget preparation and government finance.
  • Principles and practices of effective public relations.
  • Legislative lobbying at the state and federal levels.
  • Ability to convene stakeholders and work through regional collaborative discussions.

Ability to:

  • Learn the County programs, issues, and resources available to resolve county problems.
  • Ability to quickly learn County software programs.
  • Ability to learn dynamics of a county jail and the functions and complexities it holds.
  • Analyze a variety of administrative, operational, fiscal, and social problems and make sound recommendations for solutions.
  • Able to work with others on goal setting and achieving those goals.
  • Develop working procedures and programs.
  • Communicate effectively with customers, clients, community leaders and the public in face-to-face, one-on-one settings, in group settings, and by phone.
  • Produce written documents with clearly- organized thoughts with proper sentence construction, punctuation, and grammar.
  • Work safely without presenting a direct threat to self or others.
  • Comprehend and make inferences from written material.
  • Establish and maintain cooperative working relationships with peers and the public.

Skill in:

  • Developing short- and long-range plans.
  • Establishing priorities and organizing work.
  • Ability to seek buy-in within county government and through regional efforts.
  • Management and supervision of personnel.
  • Use of computers and commonly used office software.
