IT FINANCIAL AND BUSINESS ASSOCIATE

Information Technology Department - This position would be really enjoyable for someone who, excels at learning and understanding computer systems; listens carefully to customers in order to understand what they are asking for; achieves lofty goals by breaking these into smaller tasks and who wants to make a difference with their work; has education or work experience in finance.  This position will be responsible for direction and support in the governance and operations of the City of Portland IT Department.  They will spend about 50% of their average workday performing financial duties and another 50% on IT business analysis. This is highly responsible work assisting a City executive in all aspects of the financial operation of a City department or program.  Work requires contact, sometimes of an involved nature, with the Finance Department, employees in other departments, and a full roster of AP/ AR contacts, including vendor management.  Work requires independence, initiative and judgment.  Work is reviewed through discussion and results achieved.  With such insight into the City’s financial systems, this position will also support Tyler and other financial applications as an analyst, becoming a trusted advisor in these systems’ configuration and use.  Employees in this classification will develop and improve on standards for IT department management and public administration in general.  Duties: Refresh draft reports throughout the budget preparation process and track IT Department spend under supervision of the IT Director. Develop and monitor processes to ensure efficient procurement workflows.  Process all IT AR/ AP transactions within Tyler and other financial/ accounting systems. Participate in vendor management, including collaborating with IT vendors for billing and service level verifications.  Perform departmental human resource functions relating to hiring, new employee education, benefits and workers’ compensation. Support the IT Director in making decisions by leveraging Google productivity and other systems tools and by building relationships in order to collaborate across departments.  Develop and review department-level IT performance metrics as assigned by management.  Use spreadsheets for advanced calculations including projections, reconciliations and proofs.  Provide training and guidance to city staff on Tyler MUNIS and related financial applications.  Troubleshoot/resolve issue tickets related to Tyler MUNIS and related financial applications. Develop or improve IT Standard Operating Procedures as they relate to assigned duties and responsibilities.   Technical Skills & Proven Experience:   Financial analytics/ data validation (mandatory, moderate); Tyler MUNIS financial processing (mandatory, expected to learn on the job); Executive decision-support (mandatory, moderate); Procurement, AP data entry & validation (mandatory, moderate); ITSM/ work order systems (mandatory, expected to learn on the job); Formal change management process (useful); MS Office Excel (mandatory, expert);  Google productivity tools (mandatory, expected to learn on the job); Information Security best practice (incl but not limited to NIST, CJIS, HIPAA, PCI, municipal) (useful); 6+ years of education and/ or proven financial administration experience (mandatory, expert);  Stay current on basic employee responsibilities such as timekeeping, mandatory training, competence using the city’s technology tools, etc (mandatory).  Ability to learn and complete other related topics as required.   Professional Skills & Proven Experience:  Attentive to detail.  Self-motivated.  Commits a high degree of focus and tenacity to complete tasks, Communicates with technical and non-technical colleagues about technical issues.  Collaborates with others, putting the purpose of the role and the team before personal advancement.  Follows instructions, asks clarifying questions, considers multiple solutions to problems - delivers correct work on time by making appropriate commitments, prioritizing and negotiating expected outcomes.  Knowledge of municipal government functions (useful, expected to advance).  Experience in governmental accounting is a plus.  Offers of employment are contingent upon the completion of a satisfactory criminal background check.  Pay rate starting at $976.13/week.
