GENERAL INFORMATION:           Department:    Economic & Community Development

                                                            Division:          85% Lead Grant, 15% CDBG/HOME funded

                                                            Barg. Unit:      Non-Union

Status:             Part Time (less than 20 hours/week)

Class Grade:   Grant Funded Position

Temporary:      22 month position


SUMMARY: Responsible for conducting the application intake process for property owners, verifying and documenting eligibility in accordance with program guidelines, scheduling as necessary, and file management for the Lewiston Lead (LLP) and CDBG Housing Rehabilitation Programs (collectively HUD Programs).


EDUCATION AND EXPERIENCE: Must have high school diploma, or equivalent; AA or BA from college or university, related field experience, or any equivalent combination of experience and training. Social Services or caseworker experience desired. Need to be a self-starter, highly organized, and have a valid State of Maine driver’s license and reliable means of transportation. Must possess, or have the ability to become, a Notary Public.


WORK ACTIVITIES: Intake and process all applications and verify property eligibility. Work includes visiting properties and interviewing tenants/owners and gathering income and property documentation. Initiate the environmental review process. Obtain and maintain copies of all certifications, licenses, and insurances of contractors. Prepare files for underwriting. Assist with scheduling and preparation for the loan qualification committee. Assist with temporarily relocation of tenants when necessary. Track all activities using federal databases IDIS, HEROES, SPEARS and FFATA. Maintain confidential filing, organization, and management of all files by address and property owner for City Programs. Attend meetings and trainings as necessary. Perform other duties as assigned.
