BUSINESS PROGRAMS MANAGER - Housing and Economic Development Department -
The Housing and Economic Development Department seeks a candidate to join our team working to enhance the quality of life and provide services to the Portland business community. Primary job responsibilities include work involving the development and implementation of the City’s Economic Development programs, and taking responsibility to work with businesses on issues that affect their ability to relocate, start-up, grow, and succeed in Portland, as well as provide intake and analysis of business loan and grant applications for recommendations to the Department Director and the Portland Development Corporation Board of Directors. This position is expected to be a self-starter, exercising considerable initiative while working collaboratively with the Department team.
The ideal candidate for this position must possess excellent customer service and communication skills. Experience in administering loan and grant programs, ability to work effectively with a diverse population as well as a variety of groups and organizations; ability to communicate effectively both verbally and in writing; administer complex programs in a clear and consistent manner; and the ability to write grant applications for business funding at the local, State, and Federal level. Experience in working with the USEPA for Brownfield grant funding and reporting for the City to assist in assessment and remediation of Brownfield sites. A Bachelor’s Degree is required or an equivalent combination of training and experience in Economic Development policies and programs, public administration, financing, and marketing. The candidate will report to the Director of the Housing and Economic Development Department. Must possess a valid Maine Class C Driver’s license, maintain a good driving record and have a personal vehicle available for work use. Offers of employment are contingent upon the completion of a satisfactory criminal background check.
Non-Union position – Grade C42 - Salary range for this position is $66,009 to $72,113/year, depending on experience and qualifications.
