JOB SUMMARY: 

 

This is an executive level position.  The Assistant Jail Administrator assists the Jail Administrator in managing, operating, and controlling all day-to-day activities, security, financial and personnel aspects of the Somerset County Jail.

 

The Assistant Jail Administrator will work with existing jail personnel and existing jail supervisors.  Responsibilities include assisting the Jail Administrator in operating the direct supervision jail in compliance with Maine law, jail standards, professional correctional practices and American Correctional Association Standards for adult detention facilities.  Work includes assisting in the planning, organizing, directing and coordinating the security and classification of inmates.

KEY EXPECTED RESULTS:

  1. Ensure safe and secure operations of the Somerset County Jail, by assisting the Jail Administrator in developing, implementing, and monitoring compliance with policies and procedures for the jail and support functions.
  2. Assist the Jail Administrator in achieving financial objectives.  This includes assisting in the following:  preparation of an annual budget; scheduling expenditures; maintaining necessary fiscal records and accounting procedures as directed; analyzing variances; initiating corrective actions; holding staff responsible for their part of the budget; and identifying revenue opportunities.
  3. Assist the Jail Administrator in ensuring a quality corrections facility in the daily operations of a 225-bed jail facility, including delegation of authority to subordinate supervisors responsible for different functional areas of the facility and different shifts.
  4. Assist the Jail Administrator in the development and review of jail operational policies for approval by the Sheriff.
  5. Assist the Jail Administrator in establishing and implementing procedures to carry out County policies.
  6. Assist the Jail Administrator in establishing and maintaining performance-based systems to monitor, provide quality assurance, and improve Jail operations.
  7. Assist the Jail Administrator in preparing agendas for Commissioner Meetings and as directed, present material and items for presentation at meetings as per the agenda.
  8. Assist the Jail Administrator in maintaining staff by assisting in the development of job descriptions, hiring criteria, recruitment, selection, orientation, promotional criteria, and performance appraisal tools.
  9. Assist the Jail Administrator in evaluating staff job results by coaching, counseling, disciplining, resolving grievances of staff members; planning, monitoring and appraising job results.
  10. Assist the Jail Administrator in implementing quality training by supervising the training unit that provides training to all employees.
  11. Assist the Jail Administrator in legal matters and coordinate with County legal counsel as required.  Maintain a working knowledge of contemporary correctional philosophies, emergency correctional caseload, criminal law, court proceedings, and county and state government organization.
  12. Assist the Jail Administrator in maintaining proper records by assisting in establishing and monitoring all records, security, inmate classification, inmate programs, and activities.
  13. Assist the Jail Administrator in ensuring that the Jail is operated pursuant to Maine Correctional Standards and American Correctional Association Standards.
  14. Assist the Jail Administrator in ensuring that the jail is accredited by the American Correctional Association and Prison Rape Elimination Act certified.
  15. Assist the Jail Administrator in the direct supervision philosophy and ensuring that the principles are integrated into all aspects of the Jail’s operations, procedures, and training.
  16. Assist the Jail Administrator in ensuring that personnel assigned to the Jail and others authorized to work in the jail, including volunteers, contract personnel, and others, have necessary and appropriate training and orientations to their jobs and the jail itself.
  17. Assist the Jail Administrator in ensuring that specialty care providers inside the jail including health care providers, program providers, maintenance personnel, and food services are properly supervised and qualified.
  18. Assist the Jail Administrator in ensuring that safety and health policies are enforced by attending required safety training programs; reporting all accidents and suspected safety hazards to the proper authority.
  19. Assist the Jail Administrator in coordinating and communicating with other law enforcement and social service agencies throughout the counties and the state.
  20. Assist the Jail Administrator in monitoring the jail population levels and taking necessary action as directed in avoiding crowding by coordinating with other local criminal justice officials, presenting data, and recommending methods to control or reduce population growth.  Assist the Jail Administrator in coordinating with other counties in an attempt to fill beds not needed by the county.
  21. As directed, file reports on significant incidents and other pertinent data with the Sheriff, the Commissioners and the Maine Department of Corrections.
  22. Assist the Jail Administrator in informing and involving the community in the Jail’s activities as appropriate and communicate as directed by the Jail Administrator with the public as the county’s spokesperson.
  23. As directed by the Jail Administrator, the Assistant Jail Administrator must maintain professional and technical knowledge by attending educational workshops, establishing personal networks, participating in professional societies, staying abreast of current literature and developments in the field of corrections and jail management and encouraging staff to do the same.
  24. Perform other related duties as required by the Jail Administrator.

 

QUALIFICATIONS AND SKILLS:

 

  • An undergraduate degree in criminal justice, public administration/management or related academic degree
  • A minimum of five (5) years of high level administrative experience in the public sector
  • A minimum of two (2) years of corrections or law enforcement experience
  • Certification as a correctional officer in the state of Maine
  • Working knowledge of jail operations
  • Understanding of direct supervision jail principles
  • Ability to effectively manage people
  • Ability to work with the others in a collaborative and effective manner
  • Commitment to running a safe and secure jail with an emphasis on programming to provide inmates with tools to better themselves.
  • Sensitivity to community concerns
  • Knowledge of budgeting and personnel systems
  • Ability to remain composed in emergency situations
  • Commitment to accreditation and standards compliance

The Employee must occasionally lift and/or move up to 30 pounds.  Specific vision abilities required by the position include close vision, distance vision, depth perception and the ability to adjust focus. The employee may be required to operate a motor vehicle or other authority vehicles.

 

If authorized to use chemical agent and electronic devices must receive training in their use and handling.

 

Annual training in suicide prevention, detection and procedures as needed.
