The Appraisal Technician responsible for assisting with general assessing work, with a primary function of maintenance of personal property assessments. This position has as a secondary function of conducting real property field inspections and reviews.
DUTIES:
The incumbent is responsible for maintaining all records related to personal property, entering personal property lists into the TRIO computer system, developing resource material for use in determining values of personal property and assisting with the administration of the Business Equipment Tax Reimbursement (BETR) Program and the Business Equipment Tax Exemption (BETE) program.
The incumbent is responsible for completing a canvass of the city, which includes traveling to properties within the City to obtain accurate address data.
Processes the personal property declaration forms returned, which may include maintaining information on the property card or record and inputting in master file.
Creates new personal property accounts, and updates master file accordingly. Verifies lessor and lessee information on property declaration forms.
Responsible for reviewing local newspapers and periodicals for new business openings.
Assists Assessor and Appraiser with the administration of the real property assessments. Conducts on-site inspections of real property for the purposes of arriving at fair and equitable assessments, photographing premises, and measuring dimensions of property and structures, and records all pertinent information on field appraisal cards/records and enters information from field cards into computer records.
Performs quality control by reviewing changed real property accounts for accurate data entry, clear notes, and complete building sketches.
Works with property owners to allow assessing staff to perform interior and exterior inspections of real property.
Assists taxpayers and office visitors by verifying ownership, valuation and tax information.
Drafts, copies, and files correspondence regarding personal and real property accounts and other assessing office work.
Performs related duties as assigned.
I. JOB REQUIREMENTS
Ability to greet general public and others, such as contractors, representatives from financial and legal organizations, and to interact with these persons in a courteous, effective and professional manner for the purpose of providing information.
Certification with the State of Maine’s Bureau of Taxation is preferred. Preference is given to Certified Maine Assessor (CMA) or Real Estate Appraiser License.
Possess and maintain a valid driver’s license or has ability to travel to properties with City limits.
Working knowledge of state tax laws and assessment practices.
Working knowledge of computer applications pertinent to assessing practices and procedures, including ability to operate computer hardware system and use standard software packages.
Ability to perform mathematical calculations pertaining to property assessment and interpret financial data and related information to determine valuations.
Thorough understanding of PC based spreadsheets and word processing applications, in particular Microsoft Office.
Working knowledge or ARC GIS – ARC Map.
